Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a report published ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these political entities, the study pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched around Europe for the performance of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the PVV, implying the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
